Miss Judith Nakyobe

Ms. Judith Nakyobe (Ugandan) is the Finance and Administration Manager at the RUFORUM Secretariat. She joined the Secretariat in 2013 and previously served as the Management Accountant at the Secretariat. Judith holds a BSc in Computer Science and is a Chartered Accountant with full membership to the Association of Chartered Certified Accountants (ACCA) and Institute of Certified Public Accountants of Uganda (ICPAU). Judith has led the implementation of the computerized RUFORUM financial management system called NAVISION.

Dr Egeru Anthony

Dr. Egeru Anthony (Ugandan) is the Manager – Training and Community Development, an eight year project funded by The MasterCard Foundation to strengthen the effectiveness of university contribution to development through skills development particularly entrepreneurship of talented, motivated and disadvantaged youth in Africa. He previously served as Assistant Grants Manager at RUFORUM Secretariat, Lecturer at Makerere University and a secondary school teacher at Merryland High School, Entebbe.

Mr Ekepu David

Mr. Ekepu David (Ugandan) is the Technical Specialist-Sentinel Project at RUFORUM. He is responsible for the implementation of the Sentinel Project including developing criteria to identify students to benefit from research scholarships, undertake needs assessments and overall support to capacity building activities led by RUFORUM. Mr. Ekepu also supports monitoring and evaluation activities as well as development of proposals and concepts in response to calls for proposals and other needs. Mr.

Evaline Acan (Ugandan), is the Corporate Communications and Advocacy Officer at RUFORUM Secretariat. Ms. Meri Siaka ( Ghanaian) is the internal auditor at RUFORUM Secretariat, her responsibilities entails ensuring that RUFORUM's risk management, governance and internal control processes are functioning effectively. Before RUFORUM, she was a Manager at KPMG in the assurance unit where she managed both financial statements audit and other assurance engagements.

Miss Wivine Adidja

Ms. Wivine Adidja  (Democratic Republic of Congo (DRC)) - Technical Specialist - Staff Development and Academic Mobility. She has served in higher education as a fellow at the university at the Institut Superieur de Development Rural (ISDR/Bukavu),  Universite Libre des Grand Lacs ( ULGL/Bukavu) and Universite Evangelique en Afrique (UEA) for five years and brings this experience into the RUFORUM Secretariat.

Dr. Florence Nakayiwa (Ugandan) is the Deputy Executive Secretary - Planning Resources Mobilization and Management,  she  joined RUFORUM from Makerere University where she has been the Director of the Planning and Development Department. She has over twenty years’ experience in the higher education sector in Africa.

Dr Francis Otto

Dr. Francis Otto (Ugandan) is the Manager – Knowledge Hub (K-HUB) at the RUFORUM Secretariat. He joined the Secretariat in 2018. Francis has more than 15 years’ experience in Higher Education and IT/Telecommunication sectors. Worked for over 7 years at the Uganda National Council for Higher Education (NCHE). Dr. Francis Otto obtained a PhD in Computer Science from the University of Reading in the United Kingdom, MSc in Computer Application Technology in 2007 from Central South University in P.R. China; and a BSc.

Mr Emmanuel Okalany

Mr. Emmanuel Okalany (Ugandan) is the Technical Specialist – Development and Partnership at RUFORUM. He joined the Secretariat in 2015. Emmanuel is responsible for implementation and management of resource mobilization initiatives and strategic partnerships at the RUFORUM Secretariat. Mr David Martin Amitu

Mr. David Martin Amitu (Ugandan) is the Technical Specialist - Systems Administration at the RUFORUM Secretariat whose main role is to develop ICT proposals, generate ICT policies and to oversee the day-to-day operations of the RUFORUM's Information Management System (RIMS) . Miss Angoku Loyce

Angoku Loyce (Ugandan), is the Senior Finance Officer at the Secretariat and is a member of the Chartered Public Accountants of Uganda (CPA). She holds a Bachelor of Business Administration (Accounting option) obtained in 2004 from Makerere University Business School. Loyce Angoku has twelve years of experience in broad areas of general banking operations having built a career in the sector while working at Centenary Bank in Uganda.

Mrs Sarah Nagitta Mainuka

Mrs Sarah Nagitta Mainuka (Ugandan) is the Office Assistant at the RUFORUM Secretariat since 2004. She comes from Mukono district in central Uganda.  She has experience in Office Management, stock management, photocopying and filing systems. She holds ‘O’ Level Certificate. She has basic computer skills in Microsoft Word and Excel. Her major role at RUFORUM is to ensure all staff are served with tea on time and all the offices are kept clean and tidy all the time. Mr Latigo Francis

Mr Latigo Francis (Ugandan) is employed as a driver at the RUFORUM Secretariat since 2004. He comes from Pader district in Northern Uganda.  He worked with Verona Fathers in Gulu, Northern Uganda as a driver, 1984-86 and thereafter with the Faculty of Agriculture at Makerere University for 10 years.  His major role at RUFORUM Secretaiat is to provide transport services to both staff and guests and delivering or picking percels. He holds an “O’ Level Certificate.
