Capacity Development in the Research into Use (RIU) Programme

The aim of Capacity Development (CD) in the RIU is to improve stakeholder participation in natural resources research and development and to empower users of research (direct and indirect) to acquire knowledge that they need to for innovation. 

Capacity Development Values in the RIU

Capacity development interventions in the RIU will be implemented adhering to key values:

  • By strengthening what is already there and filling gaps in existing processes and systems;
  • Based on an understanding of the country/regional context, both in terms of the general enabling environment and the institutional context for a particular technology;
  • In a practical manner, by learning-through-doing;
  • As much as possible through locally owned capacity development initiatives and institutions and working with local/ regional CD policy frameworks;
  • Through collaboration with other donor initiatives where possible
  • Through sharing lessons and maximising learning through participatory monitoring and evaluation; and
  • By ensuring the sustainability of any capacity enhancement.

How Capacity Development will be implemented in the Programme

Most of the CD interventions will be embedded within the activities of country and regional programmes that will be supported by the RIU. They will mainly address capacity weaknesses of actors in the programmes that limit ability for getting outputs of natural resources research used for innovation sustainably.  Weaknesses may be in one or more of the following areas:

  • Individual skills- Targeted skills and knowledge required for individuals to perform functions
  • Institutional – rules, incentives, laws or policies that govern how organisations and individuals within them work.
  • Organisational_ Systems and processes used to manage resources, perform tasks and to achieve and sustain outcomes (e.g. financial management, management of human resources, communication systems, decision making processes etc)
  • Network- linkages between organisations and individuals with each other and others that are useful to their work

Who Shall Implement the Capacity Development Interventions

CD interventions will be implemented by service providers who will be contracted following competitive tendering processes. The invitation to bid for the contracts shall be open to all institutions/ individuals not just those in the countries covered by the RIU Programme. However, all other things being equal, preference will be given to organisations/ individuals that have the potential to sustain linkages with the country programmes.
