The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) is a consortium of 25 universities in Eastern and Southern Africa committed to increasing the contribution of universities to national and regional development initiatives in Africa. RUFORUM evolved from the Rockefeller Foundation supported Forum on Agricultural Resource Husbandry Programme initiated in 1992 and was transformed to RUFORUM in 2004 in a bid to deepen African ownership and also broaden membership. RUFORUM mission is to strengthen the capacities of universities to foster innovations responsive to demands of smallholder farmers through the training of high quality researchers, the output of impact-oriented research, and the maintenance of collaborative working relations among researchers, farmers, national agricultural research institutions, and governments. In pursuit of this mission, RUFORUM is organizing a Ministerial Meeting on Higher Education in Africa that will be held in Kampala Uganda from the 15-19 of November, 2010. The meeting expects over 300 participants from all over the globe, including Heads of State, Cabinet Ministers, Members of Parliament, amongst others.

3. RUFORUM Secretariat has made every effort to describe all items accurately – the bidding documents contain detailed specifications for all the goods and services required.

4. A bid cash payment of UGX50,000 (Fifty Thousand Uganda Shillings) is required, payable on submission of the bid and a receipt will be issued.

5. Applications without complete information will be disqualified.

Gap Analysis of African University Staff Competence and Capacity to Support Experiential Learning and Innovation Processes

The shift in focus from simple agro-production to value chains requires a complete shift in graduates’ knowledge and skills. Traditionally, universities have concentrated on training graduates in field production. Yet the recent trends of globalization, urbanization, ICTs, liberationalisation, privatization, energy challenges, among others, demand that graduates are also skillful in post-field production activities such as agro-processing, marketing and negotiations. Moreover, the development of agro-processing and marketing has not received the level of research support it deserves. This has resulted in weak linkages between researchers and farmers and a mismatch between what the farmers want and actually obtain. Yet for farmers to benefit, agriculture should incorporate relevant and innovative aspects of agro-processing, and marketing that are practical to resource poor farmers in Sub-Saharan Africa (SSA). Agricultural practitioners thus require a different skills set for supporting smallholder farmers towards commercializing of their farming ventures. For universities to deliver such ‘problem solvers” requires new approaches for incalculating the requisite skills in graduates to support farmer-led agriculture in a new World. What remains unclear is the current ability of university based staff to train in these approaches. The approach requires that students and faculty work closely with farmers, agro-entrepreneurs, policy makers and others on problems affecting agriculture and rural livelihoods.

Document RUFORUM’s genesis, evolution and successes (1992-2010)

RUFORUM has undergone three distinct phases since its inception- the first phase was as the Forum on Agricultural Resource Husbandry (FORUM) as part of the Rockefeller Foundation’s Food Security Programme (1992-2004), then the initial RUFORUM (2004-2008) with a three person Secretariat in Kampala to the current third phase (2008-to date), of a 15 person Secretariat in Kampala with expanded scope. In the second phase, over 300 students were supported under the RUFORUM Programme before 2009. Today, over 200 M.Sc. and 85 Ph.D students are enrolled in RUFORUM Programmes.

There has been little attempt to market RUFORUM in the past and their contribution to universities and subsequently national development trends. The aim of this consultancy is market RUFORUM to the wider agricultural community as a viable mechanism and approach for supporting African capacity building at the post- graduate level in Sub-Saharan Africa. This is being undertaken side by side with other consultancies to market RUFORUM, such as the design and printing of the RUFORUM Brochure, and a book on RUFORUM chronicling RUFORUM through the years. RUFORUM would thus wish to invite interested service providers, with relevant skills and qualifications, to produce a documentary film for RUFORUM on RUFORUM.
